The opening ceremony takes place on 11 June at the iconic Estadio Azteca in Mexico City — the first venue in history to host three World Cup openers. The Final is set for 19 July at MetLife Stadium in East Rutherford, New Jersey, with a confirmed 3:00 PM ET kick-off.

Airspace Restrictions and NOTAMs

A permanent TFR will automatically apply to every World Cup match at all 11 U.S. venues.

Exceptions include ATC-authorised operations for safety (including arrivals and departures at designated airports), broadcast coverage with an FAA-approved waiver, and authorised law enforcement, military, and air ambulance flights. Pilots must maintain a continuously squawked ATC-assigned beacon code and two-way radio contact.

Enhanced TFRs for Marquee Matches

Based on the Super Bowl LX precedent (February 2026 at Levi's Stadium), enhanced TFRs for the World Cup Final, semifinals, and possibly quarterfinals are expected to include an inner core (0–10 NM) where no general aviation flights are permitted, a broader restricted zone (up to 30 NM) with strict identification and clearance requirements, and mandatory two-way communication and discrete transponder codes.

TFR details are typically published via FDC NOTAM 3–5 days before the event. As of February 2026, World Cup–specific enhanced TFRs have not yet been published, but operators should monitor the FAA TFR page regularly as the tournament approaches.

Mexico and Canada Airspace

Mexico: AFAC will likely issue specific NOTAMs for the three Mexican venues. Operators should monitor Mexican AIS publications and coordinate with their ground handler for the latest restrictions.

Canada: NAV CANADA will publish NOTAMs for Toronto and Vancouver venues. The standard Canadian airspace restriction framework for major sporting events is similar to the U.S. model.

Cross-Border Operations

Operating across three countries introduces significant regulatory complexity. Here is what operators and brokers need to know:

Cabotage Rules

United States: U.S. cabotage law (49 U.S.C. 41703) prohibits the transportation of persons, property, or mail for compensation between points within the U.S. aboard a foreign civil aircraft. Only U.S.-registered aircraft with FAA Part 135 certification may conduct domestic charter flights for hire. Foreign charter operators may access the U.S. market via Form 375 (6–12 flights per year) or Form 129 (more than 12 flights per year). Penalties for non-compliance include civil fines of up to $27,500 per violation and potential cease and desist orders.

Mexico Private non-revenue flights are exempt from cabotage restrictions, but operators must carry a letter detailing the relationship between passengers and the operator. Charter operators are only permitted one stop in Mexico to pick up and drop off passengers, and passengers may not be picked up unless the operator brought them to Mexico. Non-Mexican registered aircraft cannot conduct one-way domestic point-to-point flights for hire.

Canada No cabotage restrictions for private non-revenue operations if the owner, guests, or employees are onboard without charge. U.S. operators are exempt from Canadian cabotage prohibitions under open skies policies if passengers boarded outside Canada. However, foreign non-tax-paid aircraft may not enter Canada solely to carry passengers point-to-point within the country.

Customs and Immigration

U.S. Inbound: All GA flights arriving from outside the U.S. must transmit eAPIS (Electronic Advance Passenger Information System) manifest data to CBP no less than 60 minutes before departure. First landing must be at a designated Airport of Entry with Customs.

Canada Inbound: All aircraft must make their first landing at a Canada Border Services Agency (CBSA) airport of entry. The CANPASS – Private Aircraft programme expedites clearance for aircraft carrying no more than 15 people (including crew) arriving from the U.S.

Mexico Inbound: Electronic passenger, crew, and transport lists must be submitted to the Instituto Nacional de Migración (INM). SEDENA reviews aircraft and crew documents before AFAC approves Entry Permits, with processing times of up to one week. Part 135 operators must have both Worldwide Insurance and a Mexican Insurance policy issued in Mexico.

Fuel and Sustainability

All three countries have expanding SAF (Sustainable Aviation Fuel) infrastructure. Operators should confirm SAF availability at FBOs in advance if sustainability commitments are relevant to their clients, especially at U.S. venues where SAF supply is more established.

FBO Handling Fees and Airport Pricing

Special Event Fee Warning

During major events, FBOs — particularly large chains like Signature and Atlantic Aviation — have been known to impose substantial special event surcharges. During Super Bowl LX at Levi's Stadium, Signature charged up to $12,240 for a Challenger 300 at San Jose (KSJC), on top of standard fees.
